What is this?

Sovern maintains a closed portfolio of launch locales and classifies content paths so buyers know what must ship in ten languages versus what stays English-only by design. Substrate-owned translation accountability (HH.sub2): expression authors supply canonical English (en-GB); Sovern Digital and delegated translation operators are accountable for quality across every locale in the portfolio — buyers are not left to translate product chrome themselves. Major batches follow a sequential per-locale ceremony (HH.sub3): each non-canonical locale is progressed in order with evidence suitable for audit. Adding a locale or changing portfolio ownership is an explicit amendment — not an informal roadmap item.

Internationalisation contract version

The pinned semver 1.0.0 tracks binding changes to how locales, routing, and lexicon interact. Per HH.sub12: a major bump reflects ownership, portfolio, routing, or ceremony shape changes and requires a new HH-amendment log entry; a minor bump reflects adding a locale (also amendment-gated); patch bumps cover catalogue content updates where the contract surface is unchanged and do not require an amendment.
