Sovern Foundation holds the substrate's constitution and the missions it governs on behalf of participants, the public, and the regulators who depend on accountable coordination infrastructure. Stewardship here means accountability to an open mandate, not ownership.
Accountable by design
Every Foundation decision is attested and auditable. Stewards act under explicit, revocable mandates, never standing administrative power, so the people holding the substrate's constitution are as accountable as the rules they uphold. Accountability is the condition of stewardship, not a supplement to it.
Stewardship, not ownership
The substrate belongs to no single party. The right to fork, the right to inspect, and the right to export are constitutional guarantees, not contractual favours. The Foundation's role is to preserve those guarantees across every generation of the infrastructure, not to accumulate authority over them.
Open to scrutiny
Governance decisions, board records, and programme reports are published to the participants they affect. Transparency is the operating posture of the Foundation, not an annual disclosure exercise. Every attested action on the audit ledger is part of the permanent, inspectable public record.
