Responsibilities every substrate operator carries
Operator responsibilities derive directly from the constitution. They are not negotiable conditions, they are constitutional obligations that apply to every party granted an operator mandate, regardless of the scale or domain of their operation.
Transparency and disclosure
Operators are responsible for publishing the frameworks they operate under, disclosing administrative actions that affect participants, and maintaining an audit trail that is inspectable by any party with a constitutionally-recognised interest. Transparency is an operator obligation, not a posture operators may choose to adopt or set aside.
Participant rights preservation
Operators must not take actions that abridge participant rights enumerated in the constitution. The right to fork, the right to export, and the right to inspect are preserved regardless of the administrative decisions an operator makes. These rights are not within the operator's scope to modify or suspend.
Break-glass discipline
Access to participant data that goes beyond an operator's normal mandate requires a break-glass procedure, a co-signed, attested decision recorded on the public audit ledger. Operators may not access sensitive participant data outside of this process, and every break-glass event is subject to mandatory board review.
