Frameworks that structure responsible governance
The Foundation maintains a set of governance frameworks, for operators, for participation, and for accessibility, that give practical effect to constitutional obligations. Each framework is a binding, published document derived from the constitution.
Derived from the constitution
Every framework is a constitutional instrument, it has force because the constitution authorises it, and it may not exceed the authority the constitution grants. Frameworks that conflict with the constitution are void; the constitution is always the superior instrument. No framework may be adopted without a ratified constitutional basis.
Published and versioned
All frameworks are published in full and versioned. When a framework changes, the previous version is retained in the public record alongside the ratification decision that authorised the change. There is no unpublished or confidential governance framework in the Foundation's operating model.
Covering all governance dimensions
The framework cluster covers operator conduct, participation rights and obligations, and accessibility requirements. Each domain has its own framework to preserve specificity and clarity. Cross-domain obligations are resolved by reference to the constitution, which is the authoritative instrument in every case of conflict.
